Allow Class Change

This is discontinued as of 0.23 as the removal of level requirements for class change is now base game.

Removes the level 20 requirement to change classes of a character. It feels silly that you are stuck as a class till level 20, if your a mage you need to master magic to become a swordsman? Why? If it was a case of swordsmen to master swordsman or some other advanced classes sure. But that is not the case so the level requirements don't make any sense.
